I have a question regarding the fleet map. I was comparing our fleet map to what many consider the most widely used source for Star Trek maps, a book that was published around 200 called Star Trek: Star Charts. One thing I notice is that if one were to use that map which is widely considered the most accurate the Tzenkethi Coalition would be within our patrol zone. I'm just wondering if someone could share some insight as to where the difference came from?

I can answer that.
If you note in the front of Star Charts it notes contributors other than the author. One of them, Christian Rhul, operated a site for many years known as ST:Dimension, which had a section dedicated to the Galactic Atlas (the site is currently hosted as an archive as stdimension.org
The HF map is based off of that map. Why? because I could easily use it as a template, I liked the layout better for the purposes of what had been established in HF at the time I made the map. Also, given how little the Tzenkethi were mentioned in Trek, I wasn't too worried about where exactly they ended up in comparison to the HF patrol zone.
But if you want, you are still able to do a mission dealing with the Tzenkethi, as HF ships are not limited to running missions within the Patrol Zone by any means. Plus, had I used that map, we would have been too far "north" on the map to have anything to do with the Cardassians, and in the first version of the map SB386 (at the time still just the NPC HQ of the fleet) was on the Cardassian border. It got moved for the purposes of the Fleet Story Arc (which required significant adjustments to the base's backstory).
