Future of the Romulan Empire (Post-2390)

Introduction

Almost four years ago now, the Horizon Fleet Community adopted Proposal 2010-HF-01 :: Romulan Empire Proposal as an outline for how we were choosing to respond to the latest developments in Star Trek Canon at that time. The latest date anyone has ever seen in Star Trek Canon outside of alternate timelines is a brief glimpse of the year 2387. According to the movie Star Trek XI (2009), the Hobus star went supernova in the year 2387, producing a shockwave that destroyed Romulus and Remus, threatening many other systems before it was stopped by Ambassador Spock.

Horizon Fleet is rapidly approaching the simulation year 2390. The purpose of this discussion is to reflect upon our earlier proposal and to offer a possible timeline/order of events as we continue to develop the accepted "canon" of the Horizon Fleet universe beyond that which has been witnessed in Star Trek Canon.

Trek Canon

Trek Canon shall be determined as any In-Character event, individual, species, location, or other In-Character article that occurred as fact in the mainstream Star Trek television series (TOS, TNG, DS9, VOY, and ENT) and the first ten Star Trek movies (from The Motion Picture to Nemesis). Star Trek novels, comics, and additional expanded universe material is not considered Trek Canon by the fleet. Trek Canon shall take primacy above all other In-Character items within the Fleet.

Fleet Canon

Fleet Canon shall be determined as any In-Character event, individual, species, location, or other In-Character article that has been approved as an article of significant length, detail, and importance to be recognized by the Fleet-at-large. Fleet Canon shall be recognized as default by all divisions within Horizon Fleet as true. Individual simulations, however, may choose to ignore any individual piece of Fleet Canon. Fleet Canon shall take primacy over all other In-Character items on a Fleet level with the exception of Trek Canon articles.

Sim Canon

Sim Canon shall be determined as any In-Character event, individual, species, location, or other In-Character article that occurred within an individual or group of simulations. Sim Canon may be considered true on the included sims and any other sims which choose to recognize it as such, but shall not be considered as Canon by the Fleet-at-large. Sim Canon shall take primacy only on the individual sim(s) on which it is used.

Non-Canon

Non-Canon events are defined as those not having appeared in the five television series (TOS, TNG, DS9, VOY, and ENT) or ten motion picture films (from The Motion Picture to Nemesis). Examples of non-canon sources include Star Trek: Online, the Shatnerverse, Hidden Frontier, the Titan series, and many other novels, comics, and related literature. While these events can be entertaining and a valuable source of ideas, it is up to us to decide whether we wish to incorporate such events into our own version of the Horizon Fleet universe.

Question

What now?

The year is 2390. Federation assets have been deployed throughout the regions of the core-ward frontier in an effort to restore diplomatic security to the region. Efforts are also being made to shape a new future for the Romulan people that will hopefully help contribute to stability throughout the Alpha and Beta Quadrants.

As our established timeline for the Romulan Empire Proposal nears its end, we must take this opportunity to thoughtfully consider how we see the future of the former Romulan Star Empire playing out within the context of the Horizon Fleet community. They have suffered a catastrophic disaster which has essentially gutted their governmental and civic infrastructure to the point where other powers have attempted to take advantage of the power vaccuum left behind. Will the Romulan Empire collapse in on itself completely? Will one of the factions rise to assume responsibility for leading a once great people? How will these events affect the surrounding regions? How will they affect the Federation and, specifically, the Eighth "Horizon" Fleet?

One option included under the former Romulan Empire Proposal was the reunification of the Romulan factions under Commander Donatra and the Romulan Imperial State. To some extent, this is the direction my own simulation has taken, although we have not yet made any sort of explicit reference as to exactly what that reunification looks like.

Whether your simulation has decided to consider the planets of Romulus and Remus outright destroyed or merely devastated by the Hobus Supernova, it stands to reason that a good majority of centralized government and civic infrastructure was wiped out during that event. We know most of the Romulan Senate would have been killed including Praetor Chulan. Even the secretive Tal Shiar would have found a considerable number of their assets neutralized by the loss of resources, labor, and personnel resulting from the devastation. Neither would really be in a good place logistically to seize power or reunify the Romulan Empire.

The fledgling infrastructure of the Romulan Imperial State remained largely unaffected by the Hobus Supernova. With the support of numerous colony worlds as well as the imperial fleets, Commander Donatra could easily have stepped in to assume responsibility for those worlds and star systems that had formerly been under the control of the Romulan Senate. It is also clear from our earlier proposal that the Romulan Imperial State has developed relatively positive relations with the Federation including official diplomatic standing.

My thought would be that we continue in this vein, assuming that the Romulan Imperial State has worked to reunify the former Empire and re-establish some measure of order. Diplomatic relations with the Federation would remain positive and might even turn toward something similar to what we saw with the Klingons in the the wake of the Praxis incident or the Cardassians following the Dominion War. Such close relations will also prove important in dealing with the diminished threat of the Elyshans and the growing threat of the Zutal Imperium.

Without going into a ton of detail, I tend to agree with VAdm Tharos' assessment in Option 1. I think it is the most logical progression for us considering our Fleet canon.
